    -No higher authority; autonomy in decision-making
    -Government to manage affairs
    -Legitimate recognition by others as controlling a territory
    -Domestic support or consent of the public to exist
    -Ability to protect borders, people, resources, autonomy

    -Ability to take care of population

    Nation:  Group of culturally and historically similar people who feel a communal bond and who may or may not feel they should govern themselves, but want to be recognized

    -Natural, economic, labor, intangibles (leadership ability, ability to negotiate, etc)
